Okay, so I tried to look up different encoding stuff and I couldn't seem to find an answer. The topic name looks like what used to happen when pesterchum broke while large byte characters got caught between hidden extension posts (the result of a volatile zalgobomb). When viewed in notepad++, there are three control characters hidden in there, [APC], [CSI], and [DC4] (which shows up as a paragraph symbol in regular notepad).
The message itself looks a lot like base64, but when I tried to use a decoder, I either got no result or a bunch of junk.

I have a feeling the name 464c is supposed to be an important hint here. Just noticed it doesn't have anything beyond f so it's probably natively hex encoded. I tried sticking that straight through a hex to text thing and got more junk tho. `úAÞ`¥ LSݼúRîOV The line break is actually apart of the converted thing apparently. And when viewed in notepad++ it has both components of a line break, complete with the carriage return and the other thign. ➜
